The Ferry Terminal is being built with millions of dollars of taxpayer money without any guarantee of a ferry operator.

  

In order to build the terminal, the City must borrow the money through the issuance of more bonds, and wait for (hope for?) reimbursement by the Federal Government.

  

Not only does this defy common sense, but it is directly against the advice of the City's hired consultant.
